I think it's possibly not even clear to most theatregoers who haven't read Oliver Twist that even Nancy is a prostitute, so I doubt the possibility that Bet is a child prostitute even enters their heads. (I seem to think that at least one Dickens scholar questions whether we are meant to perceive Nancy and Bet as prostitutes. It's been decades since I read Oliver Twist so I don't remember how explicit it may be in the book.) I think Oliver may not even know what a prostitute is so I doubt he considers the question of what Bet does for a living.

In the original script as it used to be sent out by Tams-Witmark, Bet doesn't have one line of dialogue. In the revised script that I think Encores! is using as the basis for their script, she has one line.

As noted by others, those three final reprises are part of a curtain-call finale, after the show proper has ended, and presumably that extended finale is there in part to send the audience home happy.
