GIven the back half of the documentary has a lot of Disney IP all over it, either Disney would need to licence the use of clips of the three Disney movies Ashman was involved in, it would not be sellable anywhere else unles it was cut down to a documentary that only covers "God Bless You Mr Rosewarter", "Little Shop of Horrors" and "Smile". It would be a nice gesture of goodwill for Disney to liscence this footage particularly for use on an alternate streaming platform that disney does not view as a competitor (something like DocPlay or Kanopy) but goodwill is not entirely that common.

If I am correct that Disney never owned Howard, then the original licenses under which the producer of the film used the clips would be intact. If they did own it, and decided to sell it, the same would be true.

I am not going to opine on copyright questions, but I would note that the clips from the Disney projects would be something that Disney would actually WANT to make available. It's great advertising and I am sure some people were prompted to watch one or more of the Disney movies after the documentary.
