I saw "Pal Joey" in London many years ago in London with Sian Phillips and Denis Lawson. It still worked just fine and was very entertaining. Lawson, if I recall, was more of a mover than a dancer in the Gene Kelly/Harold Lang/Bob Fosse tradition, but he was otherwise quite good as Joey. Sian Phillips was a pleasure to see -- knowing her from her villainous Livia in "I, Claudius" to seeing her sexy, all-knowing Vera here was pure delight. I don't believe they altered the libretto very much, and they didn't need to. It played well. I have a paperback which has the original John O'Hara stories/novella as well as the libretto to "Pal Joey"; the musical gets its point across and sounds like it would play well still as written for the most part. Perhaps folks who might be offended by the word "dames" and other kinds of 1930s-1940s gangster/nightclub show terms (or for that matter, "Guys and Dolls") might find something objectionable in this. However, this new production sounds nothing like what the creators of the original show wrote. The new producers and creative team should have commissioned a new score if they want a new libretto to tell their new story and given it a new title.
