I'd agree with Alan - the classification itself can be tricky depending on frame of reference. But I'd tend to say mezzo, if we're thinking about timbre (as Alan said) - although she's COUSIN Nettie we do tend to think of her as being older/wiser than Julie, so the heavier voice quality helps that.
The song itself goes up to E and stays up there a lot, which some people would tend to think of as soprano in musical theatre terms. (People tend to equate mezzo with belter a lot, which is definitely not what Rodgers had in mind here.) "You'll Never Walk Alone" goes up to a G. Curious to note that while Carrie also gets up to a G (in the iconic ending to "Mister Snow"), the "lead soprano" Julie only sings up to Gb. So even if Nettie is a mezzo, she still sings just a bit higher than Julie.
