Dramedy - it's easy to do. On the youtube link, pause the stream when you get to the spot you want to target. Then right click, and then left click on the option "copy video URL at current time." Then, go back to ATC and you just paste that URL in the space for "Link" below the message box. (Or, say you wanted to email the link with that specific starting point - you'd just paste that URL into the email.)
And yes - the lights do dim. What Sondheim didn't add is that then a spot or special etc comes up on the character singing. In other words, the general lights come down in order to highlight the soloist in a specific light. The lights may not dim in the same way for an ensemble number, but there's likely still some sort of lighting change that goes with the music.
