In North America, the biggest would be Toronto.

In the UK, you'll find theatres showing original works in a lot of cities; depending on whether you count fringe festivals, the city with the most would probably be either Edinburgh or Manchester.

Europe: the biggest is probably Paris - but you'll find new writing pretty much everywhere where there's a theatre scene. There's certainly a lot going on in Germany, but Germany's history means that Berlin doesn't have quite the same gravitational pull as London or Paris or New York or Toronto.
