I have never heard of a rule to that effect. It also bears noting that, not unlike the Tonys (at least to some extent), these 2 groups can adjust their rules quite easily and, logically, it is in their interests to do so. I don't see how the season has anything to do with it.

There are several reasons they might not have been invited. One is that they are transferring (in spite of what seems like a weak economic motivation to do so) and another is that, if so, they may want to make some changes before they do.(or not.) Another is that they will not transfer and would rather not have a record of not winning this if they project that they would not. And still another is that there is a growing sentiment (and it would not surprise me if Mr. Kirdahy was a part of it) against these invitations. Because these groups (especially reduced by the members who are actually critics and have been invited as such) are not that large and they have empty seats, there is no reason they could not have invited these groups pre-opening if they wanted to save the later tickets and have plenty of seats now.
