Everything is based on some idea. I think what used to come under the heading of an original musical was something which 1) didn't have a typical boys-meet-girl, prince/princess or backstage musical kind of been-done plot, and/or 2) didn't have a script or book as a template (like Lerner & Loewe had the theater script and the movie script of "Pygmalion" to work up "My Fair Lady". Of course, it's also a version of Cinderella, one of the most popular plots of all. But Moss Hart decided to create show about psychiatry, Meredith Willson remembers his neighbors in his small town. There wasn't an existing book for them to tinker with until they started to write and work on it themselves or with their librettists. But you're free to consider whether something is original show by whatever standards you want.
