Closed shops are illegal throughout the United States, and have been since the 1940s (the Taft-Hartley Act).

New York is not an agency state because the laws here require more. Under an agency system, the worker can only be assessed a fee for the portion of dues attributable to negotiation and administration of contracts (including enforcement). Expenses like marketing, education, political engagement, non-mandatory benefits, charitable contributions, blow-up rats, etc. cannot be included in the fee.

If Patti ever actually stopped paying her dues (personally I think only her mouth did), I expect she would rejoin. I think her major beef is with the "circus," not the union. But who knows. There is no future in betting on either side of a prediction about her.
