My suspicion is that all theatre makers- playwrights, directors, producers- are bending over backwards to demonstrate their inclusiveness bona fides. Regardless of whether or not they feel it's important, writers are increasingly encouraging diverse casting if only to protect themselves against accusations of insensitivity and bias.

I would venture a guess that there are not a lot of actors with cerebral palsy. Probably more than there were twenty years ago, but probably not that many more. And then to consider how many are in Philadelphia specifically, a city that does not have a particularly populous theatre community in situ.

Without knowing the specifics of the theatre itself, I can tell you from experience that theatres are desperate to have skilled disabled actors walk or wheel through their doors. And some will cast less-than-stellar actors as long as they are disabled.
