The reasons were diverse. Along the lines of "ensemble" is too hard to define, means different things to different people. Too many awards now for too few worthy candidates. There is already precedent for a worthy ensemble show being awarded a Special Tony. To name a few.

Seriously, how exactly would you distinguish Best Ensemble from Best Play? This year Stereophonic would easily win both awards so some actors would get two Tony awards for a single performance.

There used to be the feeling some years ago that many Tony voters were too unknowledgeable to understand what "orchestrations" were and just voted the award to their favorite show. A potential Ensemble Award would presumably most often would go the Best Play winner and you would be over-rewarding shows that didn't deserve it -- The Producers was cited as a good example.

IMO, it probably will never happen although from time to time a well known celebrity (like Harvey Fierstein in the past) will campaign for it. If the Tonys did establish an Ensemble Award as a yearly competitive one, it would probably not last very long because of a lack of worthy candidates in very weak years just like the Special Theatrical Event award which occasionally went to very ordinary shows (or overrewarded actors like Liza Minnelli).
