Are Broadway Theaters Merely Halls to be Rented?

Is "making it to Broadway" solely determined by the confidence and drive of the shows director/producers? (Ever see the film "Waiting for Guffman"?)

As a novice to all of this, I would think that the folks at the Longacre Theater rely on "industry expertise" when accepting which production to host at their venue (choosing from the many productions banging on the door to be given a chance).

Or is the Longacre just a hall that can be rented if the price is right?
