More great reporting by Philip Boroff and the Broadway Journal. This is the kind of story that might have been in the NY Times in the past when the Times still thought of itself as a nyc paper.

The concerns of the larger non-profits like The Public when it comes to unionization are legitimate. And I think the piece does a good job acknowledging them. Yet at the same time, the US and its cultural infrastructure is changing. It is prohibitively expensive to work in nyc, especially as an artist. Unions are no magic bullet, they have their drawbacks but they may help theater workers earn a better wage with better benefits. If that changes the nature of the nonprofits ("less development for non-enhancement projects") then that is coming whether they like or not. They, the established nonprofits, will have to adjust or the groundbreaking work will go elsewhere.
