A fascinating article to be sure, but I question the writers' assertion that Arlen and Harburg were relatively unknown in Hollywood in 1938. They both had had active careers on Broadway up until then at at a time when Broadway was the major source of American popular music. Each had written hit songs (Arlen: "Stormy Weather" and Harburg: "Brother, Can You Spare a Dime?") And they had collaborated on the 1934-1935 Broadway hit,"Life Begins at 8:40," which starred the scarecrow-in-waiting, Ray Bolger.

The discussion about the growing pains associated with "Over the Rainbow" reminds me of a story Harburg told at what may have been the very first in the Lyrics & Lyricists series at the 92nd Street Y in the early seventies. According to Harburg, the two songwriters were working at Arlen's home and having difficulty with the bridge. At some point Arlen's wife went to the door and began to whistle for the dog to come back into the house. Harburg then demnostrated Mrs.Arlen's dog whistle, which everyone in the audience recognized as the same notes accompanying "Someday I'll wish upon a star..."
