Had the 2nd level been open, the show would need much more than a move. Yes, sometimes it is to save a bit of money etc., but producers don't always get the theater they want for their show. As I recall, Next to Normal was originally booked into the Longacre where the balc. was to be closed off. The Booth became available and that was the right place for the show.
