I think that account is a bit garbled. "No Other Love" was initially a tango melody written by Rodgers for the symphonic score of the TV series Victory At Sea. Like all the rest of that score, it had no lyric. Two years later, when they were working on Me and Juliet, Rodgers must have suggested using that tango melody in the show, and Hammerstein then added the lyric for the song we now know as "No Other Love." So that was one instance where Rodgers wrote the music first and Hammerstein added the lyric later, which was probably not their usual practice. But I don't think it has anything to do with The Sound of Music.
