The Phoenix billing was in alphabetical order, which is why Bova was ahead of Burnett, and Jane White was last.

The Phoenix often did the title page billing for actors in alphabetical order, although sometimes if there were names, they would go on the top line in alphabetical order, with the orders billed underneath alphabetically.

The Six Characters in Search of an Author billing you can see on the linked page is alphabetical, although some of those people were certainly better-known than others.

Of course, if Burnett had been a name, they might have given her top billing even at the Phoenix, perhaps with Bova, Gilford and White, with others below them alphabetically.

By 1959, the Phoenix was in a sort of middle place between Broadway and Off. Really, that was true for all the seasons at 2nd Avenue and 12th after the first. This is why ibdb lists the show as Broadway when it was at the Phoenix. (Of course, I think ibdb is sometimes wrong in its classifications, but this time they're right.) It was located outside the theatre district, but the capacity was Broadway size (around 1,200), and actors were paid Broadway salaries. They all got Broadway minimum, but they got Broadway salaries. So I think they were on Broadway contracts. On the other hand, when they did musicals, I don't think the musicians' union had them classified for a minimum number of musicians, and I'm not sure if they paid musicians, stagehands, etc., got paid Broadway salaries. I think they got more than the very low Off-Broadway salaries but maybe not Broadway. But I don't know for sure.

But the Phoenix liked to promote itself as Off-Broadway so it gets confusing.
