The name of the book is "Wicked: The Life and Times of the Wicked Witch of the West" so they didn't just add "true". The made an entire different tag line. There are many examples in fiction of authors calling it "a true tale" or something similar and I think everyone pretty much realizes it's fiction (in this case - I mean . . . really, is there a concern someone will think this is non-fiction?) Look at "The Princess Bride" - the title of book refers to it being Goldman's abridgement of the work of S. Morgenstern which is entirely made up.

If you were going to pick on something - I think the more appropriate target would be all of the bio musicals or musicals based on true stories which fictionalize a lot of elements but lead people to believe that's how everything happened.
