Yes, I am pretty sure Gassner nominees are not also in the other categories - I wouldn't say they were "excluded," but it seems like the nominators "spread the wealth" and don't nominate a play in more than one of those three categories. And while I haven't seen this explicitly stated anywhere, the John Gassner nominees tend to be plays that are not just by "new" playwrights, but also that are a tad more "experimental" or "non-traditional" - not the "well-made play" model of many of those in the other Best Play categories. Again, I have no idea if that is a "rule" per se, but that's what I have noticed. Of course, that could just be because that is the kind of plays that new playwrights tend to write.
