You could also say that Sweeney has two solos in act one, while Mrs. Lovett has three. Mrs. Lovett carries more of "A Little Priest" than does Sweeney. Mrs. Lovett has one solo in act two (I think it's more reasonable to consider "By the Sea" a solo than to consider "My Friends" a solo), while Sweeney has none. I think Mrs. Lovett may have more bars of music to sing and more words to say, if anyone wanted to go to the trouble of counting.

I would say their amount of stage time and the overall size of the roles are about equal, but I would lean toward thinking that if one of them has more, it's probably Lovett. But while Mrs. Lovett drives a lot of the show to some degree, the main driver of the action is Sweeney.
