Sondheim at least acquiesced in the decision to give the song to Frank, but the choice was almost surely due to the perception that Sally Klein couldn't sing it well enough. Mark Horowitz in his "Biography of a Song" about the song states it as fact. The fact that it went right back to Beth when the show was licensed suggests that it was a (mis)perceived performance problem. Sondheim loved Walton's singing of the song, and that may have been part of it, too.

I thought Klein's acting was so beautiful that I wasn't bothered by her singing, and I know others who felt the same, but they apparently heard complaints about her singing.

You're misremembering about Frank's lyrics in act one in 1981 being the same as his lyrics in act two. They are rather notably different in several places.

Thank you for mentioning those examples of Sondheim songs being taken away from one (or two) character(s) and given to others. Along the same lines, perhaps we could add in a footnote the "Flag Song" moving to a whole other show, admittedly with a fully new lyric.
