Encores used to be concerts. Minimal costumes, no sets, downstage microphones, everyone carrying binders with the script/score. Over the years, they have gradually changed each of these aspects to be those of full productions. But there has always been (at some point) someone carrying a binder to maintain the "concert" aspect of it. I think it's due to Equity rules about concert vs production and that having someone with a binder lets them call it a concert? But that could be something I made up in my head. Anyway, if there is such a requirement (or even just a tradition) for a binder at some point, THAT was why Billy read from that prop in that scene, not because he couldn't memorize the lines.
