ABSOLUTELY. Rodgers was famously a sucker for a diminished chord -- which he makes AMPLE use of even when he crafts a one-note melody:
This is a man who thinks with his heart
His heart is not always wise
This is a man who stumbles and falls
But this is a man who tries
This is a man you'll forgive and forgive...
But he was ALSO absolutely brilliant about leaning into 7ths (and other chromatics) that you're DYING to hear resolve, and that major 7th on "over-bearing" is a perfect example.
