I still disagree. If Mrs. L (a courtesy title) simply tells Sweeney when he comes into her shop that his wife is alive and is a beggar woman who well might snap out of her madness if reunited with him, Sweeney has a very different arc. Does he try to retrieve his wife etc. or does he seek revenge or both. In any event, that is a different first act. Given the existing first act, Mrs L. provides the source of the action in Act II as well as the action propelled by the Sailor and Joanna etc. If no solution to the corpse at hand, we get a very different second act. As well, the arrival of the Sailor and Joanna is the cause of the Judge's escape

MRS L deserves first billing. They two are co-leads but she's the one who really acts, Sweeney is mad for revenge so much so he doesn't function rationally and can't even see that he is the one who kills his wife.

It is no accident that Lansbury got first billing and 5 times as much per week. She's not just the true lead but is not just one note. I felt that from the first time I saw the show (of many many).
