What you’re hitting on is that Mrs. Lovett is a complication and a force of antagonism that works against our hero, or in this case out antihero, achieving his goals. But that doesn’t change the fact that he’s goals are the ones that propel every moment at the story. She provides a lot of the distinctive color and pleasures of the musical, but if you remove her from the equation, Sweeney’s goals and subsequent actions would still play out in someway.

And as somebody else wrote, the reason Lansbury got the final balance is that she negotiated it in her contract.
