Mrs. Lovett has the bigger role and, I disagree with AlanScott here, drives much of the plot. Sweeney arrives seeking revenge. When he goes to her pie shop she does not tell her that his wife is alive and he believes she is dead. When Sweeney kills Pirelli in a rage, it is Mrs. L who figures out what to do with the body and improve her pie business in the process. Also it Act I, when Sweeney is about to act to kill the Judge, the sailor arrives preventing the murder and also revealing the Joanna escape plot. It is coincidence that the Sailor falls in love with Joanna.
In Act II, Mrs. L holds the Beatle at bay with the parlour songs. As well, her By The Sea reveals her plans for the future and, more importantly, explains her take on Sweeney's murders. It is his hobby. "Now and then you can do a guest in," meaning something like by the sea you can still play cards with the guys on Mondays.
