In Act 1 Sweeney has 6 songs (1 a duet with Lovett), Lovett has 4 (1 a duet with Todd)... and one of them is "Wait", which I'd say is wonderful but mild and not comparatively memorable or impactful... and I'm counting "My Friends" as Todd's song, not a duet.

Act 2 is harder... a lot of it is done by the ensemble or are non-song songs like the Parlour Songs, which I don't think really count.
Both have big parts in "God That's Good", but I suppose it is Lovett's moreso.
But Sweeney has Johanna Quartet, which is big and mostly his vocally and lyrically and very much his story and character-wise, and very impactful reprises of Pretty Women and The Barber and His Wife.
Lovett has "By The Sea" and "Not While I'm Around"... so she does have a lot more in Act 2, but I don't think, taking Act 1 into account, that you can say Lovett has more songs.
